JALSA Submits Testimony in Support of Corporate Fair Share Legislation
October 3, 2025
Dear Chairs Eldridge and Madaro:
The Jewish Alliance for Law and Social Action (JALSA) is a membership-based non-profit organization based in Boston, with thousands of members and supporters statewide. Guided by Jewish teachings and values, we are devoted to the defense of civil rights, the preservation of constitutional liberties, and the passionate pursuit of social, economic, environmental, and racial justice for all people.
JALSA wishes to offer its testimony in strong support of H.3110 / S.2033, An Act Combating Offshore Tax Avoidance, also known as The Corporate Fair Share Bill. On behalf of the faith community, I’d like to emphasize why it is so urgently necessary to pass this Corporate Fair Share legislation. This legislation will help shore up vitally needed healthcare and food assistance funding in the face of staggering federal cuts by, in part, requiring multibillion-dollar mega-corporations to simply pay their fair share in state corporate taxes.
We’ve all heard about the horrible impacts that federal cuts will have on Massachusetts unless we act. And it’s important to recognize why these federal cuts to Medicaid and SNAP are happening. These cuts at the federal level are financing massive tax cuts for those who need them the least. For example, the top 1% richest Americans will receive an estimated trillion dollars in tax cuts over the next decade. Over the same period, Medicaid will see $930 billion in cuts. Unconscionable!
This isn’t just a wonky question of tax policy, it’s a moral choice. Working people are losing their healthcare and food assistance to fuel massive tax breaks for the ultra-rich and large corporations. But Massachusetts doesn’t have to just roll over and accept these devastating cuts! We have the wealth to protect our children, families, and seniors from the most harmful budget cuts. It’s not in our values to let tens of thousands of our neighbors lose access to healthcare and food assistance.
It is also inconsistent with our faith values. Our faith tradition holds certain fundamental values dear, including Kavod HaBriyot, upholding the dignity of every human being, Sh'mirat Haguf, caring for everybody – and every body, and Pikuach Nefesh, preserving life and the quality of life. These are especially guiding principles when it comes to policy on healthcare and nutrition.
Passing the Corporate Fair Share legislation to ensure that the wealthiest corporations pay their fair share and that that revenue staves off cuts to healthcare and nutrition for the most vulnerable is at the very essence of our faith tradition.
JALSA strongly urges the members of the Joint Committee on Revenue to report H.3110 / S.2033, An Act Combating Offshore Tax Avoidance, the Corporate Fair Share Bill, favorably out of committee.
Sincerely,
Cindy Rowe
